Legislation
- Land Transport Act - the overarching legislative framework for the land transport system. The Land Transport Rules below are made under the Land Transport Act.
- Land Transport Management Act - provides a framework for funding land transport projects and regulates public transport, providing the legislative framework for the Public Transport Operating Model. Also provides the requirements for the Regional Public Transport Plan.
Rules
- Land Transport: Passenger Service Vehicle Rule - sets out requirements for passenger service vehicles, including safety features, certificates of loading, and the deemed weight of passengers.
- Land Transport: Operator Licensing Rule 2017 - sets out requirements and responsibilities of passenger service vehicle operators.
- Land Transport: Driver Licensing 1999 - establishes New Zealand’s driver licensing system, including heavy vehicle licensing and passenger endorsements.
- Land Transport Rule: Vehicle Dimensions and Mass 2016- regulates the width, height, and weight of all vehicles, including buses and other passenger service vehicles.
- Land Transport: Work Time and Logbooks Rule - regulates the amount of time drivers can work before taking a break and minimum rest periods. Requires drivers of vehicles that operate for gain or reward to keep logbooks except for some exceptions.
Other Relevant Legislation or Guidelines
- Requirements for Urban Buses (RUB) - standardises urban bus requirements across regional councils and Auckland Transport (AT) to create efficiencies and improve the usability and accessibility of buses for all customers.
- National Policy Statement on Urban Development - The NPS-UD 2020 requires councils to plan well for growth and ensure a well-functioning urban environment for all people, communities and future generations.
